The Ventura County Transportation Commission (VCTC) is the Ventura County Regional Transportation Planning Agency. The overall DBE target for the 2018/19, 2019/20 and 2020/21 financial years has been set at 5%, with the intention of achieving this target entirely through neutral means of racing. VCTC has completed a reassessment of this objective and proposes, on the basis of the effective participation of the DBE, to reduce the target for the 2020/21 financial year to 2.42%, with the intention of reaching 0.90% by race-neutral means and 1.52% by race-conscious funds.
